Appropriates $876,467,297.00 from Department of Transportation Funds for fiscal year 2013 (July 1, 2012 - June 30, 2013) to cover administrative expenses of the Mississippi Department of Transportation.

Authorizes 3,487 permanent full-time and 19 part-time positions; restricts personal services budget increases for fiscal year 2014 unless new programs or positions are added by the legislature.

Allocates funds across six program budgets: Administration ($57,955,624), Construction ($534,863,084), Maintenance ($180,999,172), Debt Service ($53,438,497), Law Enforcement ($14,996,870), and Aeronautics/Rails ($34,214,050).

Requires minimum $80,000,000 expenditure for contracted maintenance overlay and pavement rehabilitation; authorizes up to $10,000,000 escalation for incomplete fiscal year 2012 maintenance projects.

Establishes specific project funding including $650,000 for beaver control, $300,000 for litter prevention, $350,000 for Rails to Trails program, $120,000 for Natchez Trails Project, and $100,000 for monorail study in Tunica and DeSoto Counties.
