Appropriates $2,012,114,297.00 from the State General Fund for K-12 education and related activities for fiscal year 2013 (July 1, 2012 - June 30, 2013), including funding for the State Department of Education, Vocational and Technical Education Division, and Mississippi Adequate Education Program.

Appropriates $1,159,765,694.00 from special funds in the State Treasury for education agencies and programs, with additional funding from specific sources including the Health Care Expendable Fund, Education Enhancement Fund, and Technology in Classroom Fund.

Authorizes 405 permanent full-time and 100 time-limited full-time positions for the State Department of Education (excluding Vocational and Technical Division), and 52 permanent full-time and 3 time-limited full-time positions for the Vocational and Technical Education Division.

Sets the base student cost for the Mississippi Adequate Education Program at $5,017.94 for fiscal year 2013 and establishes performance measures and targets for special education, child nutrition, teacher training, and student testing outcomes.

Mandates minimum funding allocations including at least $24,450,000.00 for National Board Certification, $10,000,000.00 for the Educable Child Program, $6,000,000.00 for school attendance officers, and $6,000,000.00 for Teach for America.
