Appropriates $11,527,351.00 from the State General Fund and $2,449,333.00 from special funds to the Mississippi Library Commission for fiscal year 2012-2013.

Authorizes 49 permanent full-time positions for the agency with restrictions on escalating personal services costs beyond FY2013 levels without new funding.

Requires $3,467,710.00 of appropriated funds be used for health insurance costs for full-time library staff in Mississippi public libraries.

Mandates a minimum of $1,000,000.00 be expended for the Magnolia Database and sets performance targets including 6,000,000 database searches and 200 grants provided.

Takes effect July 1, 2012, and establishes requirements for accounting records, budget reporting, and procurement preferences for Mississippi Industries for the Blind.
