Appropriates $396,312,462 from the State General Fund to the Governor's Office Division of Medicaid for medical assistance and administration for fiscal year 2013 (July 1, 2012 - June 30, 2013).

Appropriates $420,052,225 from the Medical Care Fund and $4,477,375,507 from special source funds to the Division of Medicaid for the same fiscal period.

Appropriates $159,565,900 from the Health Care Expendable Fund for specific programs including CHIP at 200% poverty level ($2,879,024), eyeglasses for adults ($699,191), Home and Community Waiver Program ($1,972,132), and dental fee increases ($904,837).

Authorizes 1,019 permanent full-time and 12 time-limited full-time positions for the Division of Medicaid.

Establishes performance targets for medical services including 655,774 recipients enrolled, 432,653 emergency room visits, and specific waiver program enrollment numbers; requires monthly financial and statistical reports to the Legislative Budget Office.
