Appropriates $16,225,829 from the State General Fund and $9,904,792 from special funds for the State Forestry Commission for fiscal year 2013 (July 1, 2012 - June 30, 2013)

Authorizes 448 full-time permanent positions, 2 part-time permanent positions, and 11 full-time time-limited positions for the commission

Creates the Forest Improvement Revolving Fund with $250,000 to assist in reforestation of state forests, woodlands, sixteenth section lands, Camp Shelby, Columbia Training School, and college lands

Establishes performance targets including limiting wildfires to 3,350 with an average size of 11 acres, assisting 13,550 private landowners, and reforesting 40,000 acres of private land

Transfers $200,000 to the Department of Agriculture and Commerce for a Beaver Control or Eradication Program
