Appropriates $36,000 from the State Board of Registered Foresters Fund to the State Board of Registration for Foresters for fiscal year 2013 (July 1, 2012 - June 30, 2013).

Requires the State Board of Registration for Foresters to maintain complete accounting and personnel records in the same format and detail level as fiscal year 2012.

Directs the agency to submit its fiscal year 2014 budget request to the Joint Legislative Budget Committee in comparable format and detail to the fiscal year 2013 request.

Establishes preference for Mississippi Industries for the Blind when multiple bids are received with equal price, quality, and service, and for non-competitive purchases.

Takes effect July 1, 2012.
