Appropriates $772,371 from the State General Fund and $3,208,400 from special funds to the State Soil and Water Conservation Commission for fiscal year 2013 (July 1, 2012 - June 30, 2013)

Authorizes 13 permanent full-time positions and 3 time-limited full-time positions for the commission

Allocates up to $65,000 for a Beaver Control Cost Share program operated on a fund matching basis with county governments

Permits the commission to retain proceeds from equipment sales and to receive and expend bond proceeds under Section 69-27-331 of the Mississippi Code

Authorizes budget escalation up to $750,000 from any source and grants purchasing preference to Mississippi Industries for the Blind when bids are equal
