Appropriates $237,052.00 from the State General Fund for the Grand Gulf Military Monument Commission's operation and maintenance for fiscal year 2013 (July 1, 2012 - June 30, 2013).

Appropriates $126,875.00 from a special fund in the State Treasury to the Grand Gulf Military Monument Commission for the same fiscal year and purposes.

Authorizes 7 permanent full-time positions and 1 permanent part-time position for the commission.

Requires the agency to maintain accounting and personnel records in the same format as fiscal year 2012 and submit budget requests in comparable detail.

Establishes provisions restricting state vehicle use to official business and giving preference to Mississippi Industries for the Blind in purchasing decisions.
