Appropriates $21,855.00 from the State General Fund to the Mississippi River Parkway Commission for fiscal year 2013 (July 1, 2012 - June 30, 2013).

Requires the Commission to maintain complete accounting and personnel records for all expenditures in the same format and detail as Fiscal Year 2012.

Directs the Commission's Fiscal Year 2014 budget request to the Joint Legislative Budget Committee be submitted in comparable format and detail to the Fiscal Year 2013 budget request.

Establishes preference for Mississippi Industries for the Blind when multiple bids are received with equal price, quality, and service, and for purchases made without competitive bids.

Takes effect July 1, 2012.
