Approves $7,669,294 in special funds for the Pat Harrison Waterway District for fiscal year 2013 (July 1, 2012 through June 30, 2013)

Authorizes 72 full-time permanent positions and 49 part-time permanent positions for the district

Allows the district to accept and expend up to $100,000 in additional special funds from the Maintenance Reserve Fund for emergency cabin repairs on district property

Authorizes the district to use federal American Recovery and Reinvestment Act (ARRA) funds to construct a lake and related facilities in George County, Mississippi

Requires the district to maintain complete accounting and personnel records and deposit unused funds in interest-bearing accounts at no less than 1% below the U.S. Treasury bill discount rate
