Authorizes expenditure of $6,300,000 in special funds for the Yellow Creek State Inland Port Authority for fiscal year 2013 (July 1, 2012 - June 30, 2013).

Authorizes 15 permanent full-time positions and 6 permanent part-time positions for the Authority.

Requires the Authority to maintain accounting and personnel records in the same format and detail as fiscal year 2012, with comparable budget requests for fiscal year 2014.

Allocates $50,000 from appropriated funds for salary increases to cover overtime, callback, and standby pay.

Establishes preference for Mississippi Industries for the Blind when multiple bids are equal in price, quality, and service, or when purchases are made without competitive bidding.
