Authorizes expenditure of $1,323,612 in special funds for the Pearl River Basin Development District for fiscal year 2013 (July 1, 2012 through June 30, 2013)

Approves 5 permanent full-time positions and 3 permanent part-time positions for the district

Allows the district director to escalate and expend up to $500,000 from any source for maintaining the Lower Pearl Restoration Project (per agreement with U.S. Army Corps of Engineers) and the South Jackson Clearing Project along the Pearl River in Hinds and Rankin Counties

Requires the agency to maintain complete accounting and personnel records and ensures personal services funding for fiscal year 2014 does not exceed fiscal year 2013 levels unless the Legislature adds programs or positions

Mandates preference for Mississippi Industries for the Blind when bids are equal in price, quality, and service for commodity or equipment purchases
