Authorizes expenditure of $18,203,396.00 in special funds for the Pearl River Valley Water Supply District for fiscal year 2013 (July 1, 2012 - June 30, 2013).

Approves 119 permanent full-time positions and 2 time-limited full-time positions for the district.

Requires the district to comply with conditions regarding fishing tournaments, including exempting ESPN Bass Masters Classic and FLW Major Open events from the lottery system if won by Jackson Convention and Visitors Bureau, waiving launch and special event fees for these tournaments and the Catch A Dream Foundation Bass Classic.

Allocates $200,000 for salary increases to fund overtime, callback, or standby pay.

Requires the district to maintain accounting and personnel records consistent with fiscal year 2012 standards and restricts personal services budget growth in fiscal year 2014 unless new programs or positions are added by the legislature.
