Appropriates $87,630,303.00 to the Mississippi State Port Authority at Gulfport for fiscal year 2013 (July 1, 2012 - June 30, 2013).

Authorizes 48 permanent full-time positions for the Port Authority.

Allocates $135,000.00 for salary increases to fund overtime, callback, and standby pay.

Requires the Port Authority to maintain accounting and personnel records in the same format and detail as fiscal year 2012, with comparable budget requests for fiscal year 2014.

Allows escalation of expenditures in cases of natural disaster or major catastrophe with approval from the Port Authority, Mississippi Development Authority, and Department of Finance and Administration.
