Appropriates $12,184,368.00 from special source funds to the Mississippi Department of Insurance for fiscal year 2013 (July 1, 2012 - June 30, 2013), with 140 authorized permanent full-time positions.

Appropriates $1,913,520.00 to the Rural Fire Truck Acquisition Assistance Program and $1,302,262.00 to the Supplemental Rural Fire Truck Acquisition Assistance Program for fiscal year 2013.

Allocates $250,000.00 to the State Fire Marshal's Office for fire safety prevention, supplies, smoke alarms, and public service announcements.

Provides $15,079.00 for the Mississippi Fire Personnel Minimum Standards and Certification Board and $10,000.00 for National Conference of Insurance Legislators annual dues.

Authorizes the Commissioner of Insurance to establish a paid internship program for undergraduate and graduate students pursuing degrees in Risk Management Insurance or MBA, funded from available department resources.
