Appropriates $5,721,277.00 from the State Treasury to the State Fire Academy Fund for fiscal year 2013 (July 1, 2012 through June 30, 2013).

Authorizes 63 permanent full-time positions for the State Fire Academy.

Restricts personal services funding for fiscal year 2014 to not exceed fiscal year 2013 levels unless new programs or positions are added by the Legislature.

Grants the State Fire Academy authority to escalate and expend up to $150,000.00 from available funds in accordance with Department of Finance and Administration rules.

Requires the State Fire Academy to give preference to Mississippi Industries for the Blind when bidding conditions are equal or when making non-competitive purchases.
