Appropriates $129,821,140.00 from the State General Fund and $745,162,932.00 from special funds to the Department of Human Services for fiscal year 2013 (July 1, 2012 - June 30, 2013).

Authorizes 2,989 permanent full-time positions and 820 time-limited full-time positions, with restrictions on personnel actions that would increase projected annual costs beyond FY2013 levels unless approved by the State Personnel Board and Department of Finance and Administration.

Transfers $1,000,000.00 to the Department of Health for Child Care Licensure and $250,000.00 to the Juvenile Facility Monitoring Unit at the Department of Public Safety; provides an additional $1,000,000.00 in special funds from Medicaid for the Home Delivered Meals Program.

Establishes performance measures and targets for multiple service areas including child support enforcement, aging services, food assistance, family and children's services, and youth services, with agencies required to report progress in their FY2014 budget request.

Takes effect July 1, 2012.
