Appropriates $10,228,929.00 from the State General Fund and $248,276,333.00 from special funds to the Department of Environmental Quality for fiscal year 2012-2013.

Authorizes 274 permanent full-time positions and 201 time-limited full-time positions for the department.

Restricts fiscal year 2014 personal services appropriations to not exceed fiscal year 2013 levels unless new programs or positions are added by the legislature.

Establishes performance targets for pollution control, construction grants, land and water management, and geology activities for fiscal year 2013.

Permits the Department of Environmental Quality to escalate budgets up to $5,000,000 from special funds with approval from the State Fiscal Officer, effective July 1, 2012.
