Appropriates $6,307,660.00 from the Public Service Commission Regulation Fund to cover expenses of the Mississippi Public Service Commission for fiscal year 2013 (July 1, 2012 - June 30, 2013).

Authorizes 72 permanent full-time positions, 4 permanent part-time positions, and 5 time-limited full-time positions for the agency.

Appropriates an additional $300,000.00 to administer the Mississippi Telephone Solicitation Act during fiscal year 2013.

Requires the State Personnel Board to ensure that personal services costs do not exceed fiscal year 2013 appropriation levels when annualized, except for escalated funds, and prevents use of general funds to replace withdrawn federal or special funds for authorized salaries.

Directs the Public Service Commission to compile and report time expended on each regulated entity to the House Public Utilities Committee by August 1, 2013.
