Appropriates $2,519,275.00 from the Public Utilities Staff Regulation Fund to cover expenses of the Public Utilities Staff for fiscal year 2013 (July 1, 2012 through June 30, 2013).

Authorizes 28 permanent full-time positions for the agency with no part-time or time-limited positions.

Requires the agency to ensure fiscal year 2014 "Personal Services" appropriations do not exceed fiscal year 2013 levels unless new programs or positions are added by the Legislature.

Directs the State Personnel Board to determine and publish projected annual costs for all appropriated positions and prevents the agency from taking personnel actions that would exceed these projections without Department of Finance and Administration approval.

Takes effect July 1, 2012.
