Appropriates $16,771,031.00 from the State General Fund to the Department of Rehabilitation Services for fiscal year 2013 (July 1, 2012 - June 30, 2013).

Appropriates $202,226,801.00 from special funds available to the department, with $3,681,802.00 specifically derived from the Health Care Expendable Fund allocated to federal matching funds ($2,782,590), Independent Living/State Attendant Care Program ($854,903), and Deaf and Hard of Hearing services ($44,309).

Authorizes 956 permanent full-time positions, 26 permanent part-time positions, 270 time-limited full-time positions, and 3 time-limited part-time positions.

Establishes performance targets for fiscal year 2013 including 112,000 disability determinations, 19,972 vocational rehabilitation clients served, and 2,390 blind and visually impaired persons served.

Authorizes up to $100,000 for the National Federation for the Blind News line service and $1,000,000 in Medicaid special funds transfer to support the Independent Living, Home and Community Based Medicaid Waiver Program.
