Authorizes the City of Grenada to increase the tourism tax on hotel and motel room rentals from 2% to 3% of gross proceeds, with revenue dedicated to construction, financing, and operation of a sports park or other tourism-promoting uses.

Authorizes the City of Grenada to increase the tourism tax on restaurant and bar sales from 1% to 3% of gross proceeds, with the same revenue restrictions as hotel/motel tax increases.

Requires the City to hold an election where 60% of qualified electors must vote in favor before any tax increase can be implemented; if rejected, existing tax rates remain in effect.

Mandates that tax increase revenue be placed in a separate interest-bearing "tourism escrow fund II" dedicated solely to sports park construction, financing, operation, or other approved tourism initiatives.

Sunssets all provisions on September 30, 2015, unless extended by the legislature.
