Authorizes the Hinds County Board of Supervisors to grant expanded powers to the Hinds County Human Resource Agency's Board of Directors

Permits the agency to establish and operate a nonprofit entity to solicit contributions and raise funds supporting its programs, including Head Start, Early Head Start, energy assistance, meals programs, housing assistance, and senior transportation

Allows the agency to acquire and dispose of real and personal property through gift, purchase, lease, or other means

Enables the agency to contract with federal, state, and local governments for loans, grants, and assistance to extend services beyond Hinds County boundaries

Grants authority to enter into contracts, mortgages, bonds, and leases, and to incur debts and borrow money
