Extends the repeal date of Horn Lake's hotel and motel room rental tax from July 1, 2012 to July 1, 2015.

Authorizes the city to levy a tax not exceeding $2.00 per overnight room rental to promote tourism and economic development.

Requires the city governing authorities to adopt a resolution declaring intent to continue the tax within 60 days, with publication in local newspapers for three consecutive weeks.

Allows qualified electors to file a written protest within 45-60 days; if 20% or 1,500 electors (whichever is less) protest, an election must be held requiring 60% voter approval to continue the tax.

Dedicates all tax proceeds (minus 3% administrative cost retained by Department of Revenue) solely to tourism and economic development purposes, with separate accounting and annual independent audits required.
