Authorizes the City of Diamondhead governing authorities to permit low-speed vehicles (20-25 mph) and golf carts (under 20 mph) to operate on public roads and streets within the contiguous Diamondhead Country Club and Property Owners Association area, including Kapalama Cove.

Requires operators of low-speed vehicles and golf carts to possess a valid driver's license or temporary driver's permit and proof of financial responsibility.

Restricts operation of Golf Club Drive and Kapalama Drive to the shortest travel distance between residence and nearest authorized roads, and prohibits operation in nonresidential areas or on Interstate 10.

Allows low-speed vehicles and golf carts to operate on permitted parade routes within the city when participating in city-authorized parades, notwithstanding other geographic restrictions.

Requires registration of vehicles with the City of Diamondhead upon payment of an administrative fee, presentation of proof of financial responsibility and valid driver's license, with registration decal displayed on left rear fender; registration fees retained by tax collector for general fund.
