Authorizes the City of Oxford, Mississippi to expend funds from the general fund, grants, or other sources to establish, maintain, repair, and operate a farmers' market.

Permits the farmers' market to operate on city-owned property suitable for such purposes or allows the city to procure property for this purpose.

Authorizes Oxford's Park Commission to contribute funds or employ personnel to manage or operate the farmers' market and its facilities.

Reserves authority with the city's governing authorities to make final decisions on whether the farmers' market is established, where it operates, and when its operation may be terminated.
