Authorizes the City of Oxford, Mississippi governing authorities to use the dual phase design-build method of contracting for building and/or expanding a tennis complex.

Defines dual phase design-build as a single contract combining design and construction phases where the contractor must perform both design and construction of the project.

Requires the City of Oxford to establish detailed selection criteria for the design-build contractor in the request for proposal, following procedures under Mississippi Code Section 31-7-13.1.

Takes effect upon passage.
