Expands the boundaries of the Sebastopol Natural Gas District to include additional sections in Scott County and allows Newton County, Leake County, and Neshoba County to participate by separate legislation or board resolution.

Establishes an interim board of commissioners consisting of the Scott County District Five Supervisor, Newton County District Three Supervisor (if participating), and four resident members appointed by the Governor until natural gas service begins.

Authorizes the district board to construct a natural gas transmission and distribution system and issue revenue bonds up to $10,000,000 to finance the project.

Requires the board to hold an initial election once the district serves at least 100 users, with subsequent annual elections where users vote by ballot to elect commissioners to three-year terms.

Exempts the district's gas system from Mississippi Public Service Commission jurisdiction and allows revenue bonds to be submitted for validation under state law.
