Authorizes Coahoma County Board of Supervisors to make interfund loans from a special fund created from Northwest Mississippi Regional Medical Center lease proceeds, with a maximum single loan of $5,000,000 and aggregate limit of 75% of the fund principal.

Allows the board to make a specific loan up to $8,500,000 to the North Delta Public Improvements Corporation for constructing a new county jail, with a repayment term not to exceed 20 years.

Authorizes the county to enter into a lease agreement with North Delta Public Improvements Corporation for the newly constructed jail, including an option to purchase the facility at the end of the lease term or upon payment of remaining lease obligations.

Permits the board to expend up to 50% of annual interest earned from the special fund for health care services, emergency needs, or county capital expenditures, subject to publication notice and potential voter approval if 20% of qualified electors protest.

Allows the board to expend accrued interest or principal for medical center contingent liabilities, lease termination equipment purchases, or hospital operations resumption in cases of health care emergency with unanimous board consent.
