Redirects a portion of gaming license fees collected under Section 75-76-177(1)(c) to the Local System Bridge Replacement and Rehabilitation Fund and a newly created Local System Road Fund, effective through June 30, 2022.

Allocates $1,500,000 monthly from gaming fees to the Local System Bridge Replacement and Rehabilitation Fund and directs excess amounts above that threshold to the Local System Road Fund.

Creates the Local System Road Fund in the State Treasury and authorizes the State Engineer to allocate monies to counties for constructing, reconstructing, and paving local system roads according to the state aid road formula.

Removes the requirement for the Legislature to appropriate General Fund monies to the Local System Bridge Replacement and Rehabilitation Fund, replacing it with gaming fee revenue.

Allows counties to use Local System Road Fund allocations for road improvements if they meet existing eligibility requirements, including employment of a county engineer and approval of construction plans by the State Aid Engineer.
