Extends the repeal date of the Harrison County Motor Vehicle for Hire Commission from December 31, 2012, to January 31, 2013.

Establishes a public body to unify rules and regulations for motor vehicles for hire across all six political jurisdictions in Harrison County, with commission regulations superseding local rules.

Creates an eight-member appointed board plus two at-large commissioners (one required to be a minority), with representatives from Pass Christian, Long Beach, D'Iberville, Biloxi, Gulfport, and the county Board of Supervisors.

Grants the commission authority to adopt rules, establish fees and fare rates, require vehicle inspections, issue licenses and permits, and enforce regulations with penalties up to $200 fine plus license revocation.

Requires public notice and hearing before any fee or regulation changes, with the commission excluded from jurisdiction over railroads, school buses, rental cars, and vehicles regulated by the Public Service Commission or public transportation systems.
