Establishes uniform penalties for possession of 30 grams or less of marijuana or synthetic cannabinoids: fine of $500 or up to 6 months in county jail, or both, enforceable by summons.

Second conviction within 2 years: $500 fine and mandatory 5 to 6 months in county jail plus mandatory drug education program.

Third or subsequent conviction within 2 years: $500 to $1,000 fine and 5 to 6 months in county jail; convictions are expunged after 2 years and do not constitute a criminal record.

Motor vehicle possession of more than 1 gram but not more than 30 grams: misdemeanor punishable by up to $500 fine or up to 6 months in county jail, or both.

Establishes penalties for paraphernalia use and sale, ranging from 6 months county jail and/or $500 fine for possession with intent to use, to 1 year jail and/or $1,000 fine for selling to minors at least 3 years younger.
