Requires local school boards to enroll home schooled students on a part-time basis for extracurricular activities upon parental request, provided the request is submitted before the school board's established deadline.

Home schooled students must reside within the school's attendance boundaries and must adhere to the same rules, regulations, and eligibility requirements as full-time students participating in extracurricular activities.

Prohibits school boards from imposing any requirements on home schooled students auditioning for or participating in extracurricular activities that are not imposed on full-time students.

Requires home schooled students enrolled part-time to be included in the school district's average daily attendance for calculating funding under the Mississippi Adequate Education Program.

Suspends school districts' authority to enroll home schooled students part-time in any year when the Legislature does not appropriate sufficient funding for expenses associated with their enrollment.
