Amends Section 19-31-51 of Mississippi Code to allow notice of public improvement district utility service petitions to be given by newspaper publication in addition to mail.

Permits notice to be published as a two-column by five-inch display advertisement one time in a newspaper of general circulation within the county or counties where the district is located.

Requires written notice to property owners at their last known addresses on tax rolls and to public improvement districts and other public entities in the area, with instructions on how to object or participate before the Public Service Commission.

Allows the Public Service Commission to issue certificates of public convenience and necessity to any person for service in uncertificated areas within public improvement district boundaries.

Takes effect July 1, 2012.
