Establishes the "Dream Makers Program" beginning in the 2012-2013 school year as an after-school initiative for 7th and 8th grade students to stimulate interest in science, mathematics, and health care professions, particularly among underserved populations.

Requires the two-year program to include dissection activities, vital sign instruction, health care professional panels, interactions with University of Mississippi Medical Center (UMMC) medical students, and an end-of-year awards banquet.

Limits participation to students with a minimum 2.5 GPA, teacher recommendations, consistent attendance, positive character, and parental written consent; students may miss no more than one excused absence per year to attend the awards banquet.

Mandates each school district designate a program advisor to recruit and mentor students and a regional coordinator to assist with scheduling and securing health professionals; UMMC designates a project coordinator to oversee program implementation and receive monthly progress reports.

Creates the "Dream Makers Trust Fund" in the State Treasury, to be administered jointly by the State Board of Education and Board of Trustees of State Institutions of Higher Learning, to distribute grants and donations for program start-up and operational costs.
