Establishes appointments to the Healthcare Coordinating Council before July 1, 2012, with members serving specified terms ranging from two to six years.

Requires the council to develop and submit a report to the 2013 Regular Session of the Legislature addressing five categories of health goals: maternal and child health, health access, health education, chronic disease, and other health objectives.

Sets specific health targets including reducing infant mortality by 10% by 2020, increasing health insurance coverage by 25% by 2020, lowering obesity rates to below 20% by 2016, and raising high school graduation rates to 75% by 2016.

Directs the council to establish performance benchmarks, projected costs, and projected benefits for each recommended plan element and submit annual reports to the Legislature by September 1.

Designates the State Department of Health, Mississippi Forum on Children and Families, Mississippi Health Advocacy Program, and Children's Defense Fund Black Community Crusade for Children to provide joint administrative support to the council.
