Requires the State Department of Education to establish the "A Better Chance" (ABC) Program beginning with the 2012-2013 school year to provide pre-kindergarten instruction statewide via the Internet.

Program shall deliver daily age-appropriate instruction and activities including downloadable educational materials for children and parents based on the Mississippi Pre-Kindergarten Curriculum.

Requires daily real-time instruction delivered by a licensed pre-kindergarten teacher via the Internet, scheduled for at least three different times each school day, with recordings available on the program's webpage at other times.

Directs the Department of Education to develop a method to track the number of children regularly participating in the ABC Program and assess their progress.

Requires the Department to submit a report to the House and Senate Education Committees before January 1, 2014 on the program's success.
