Expands the Comprehensive School Health Education Program from four to six components by adding drug and alcohol education and conflict resolution to existing components (health education/healthy living, health service, physical education/fitness, and healthful school environment)

Requires local school boards to adopt implementation plans for the Comprehensive School Health Education Program, changing the previous permissive "may" to mandatory "shall"

Mandates public school nurses provide instruction in each component of the Comprehensive School Health Education Program as part of their responsibilities

Directs the Office of Healthy Schools to submit recommendations to the State Board of Education for adoption of rules and regulations related to the program

Effective date of July 1, 2012
