Requires the Department of Human Services to provide TANF recipients ages 13-20 with information and referral to programs covering birth control, prenatal health care, abstinence education, marriage education, parenting skills, family preservation, and fatherhood, with mandatory participation in these programs.

Mandates identified fathers of children born to TANF recipients ages 13-20 to participate in the same educational programs once paternity is legally established.

Establishes criteria for abstinence-focused sex education programs that must be age-appropriate, medically accurate, include information on contraception effectiveness rates, and cover topics including sexual responsibility, consent, and available resources for sexual assault survivors.

Directs the Division of Medicaid to provide the same information and referral services to Medicaid recipients ages 13-20 and require their participation in educational programs, with the same requirement for identified fathers.

Requires unspent TANF funds from the prior fiscal year to first be expended for nursing education courses and related child care expenses for workforce training participants.
