State Parole Board must submit a written recommendation to the Governor before the Governor grants or denies a pardon, stating whether the board supports or opposes the pardon request.

Parole Board consists of five members appointed by the Governor with Senate advice and consent, serving at the Governor's pleasure.

Board members must possess at least a bachelor's degree or high school diploma with four years' work experience, and must devote full time to board duties without engaging in other business or public office.

Board has exclusive responsibility for granting and revoking parole, investigating clemency recommendations upon Governor request, and maintaining a central registry of paroled inmates.

This section is extended to stand repealed on July 1, 2015, and the act takes effect July 1, 2012.
