Increases excise tax on cigars, cheroots, stogies, snuff, chewing tobacco, smoking tobacco, and other tobacco products (except cigarettes) from the current rate to 22.5% of manufacturer's list price.

Maintains existing excise tax on cigarettes at 3.4 cents per cigarette, with a maximum length of 120 millimeters.

Tax on cigarettes exceeding 120 millimeters shall be taxed as two or more cigarettes.

Takes effect July 1, 2012.
