Transfers administration of the Mississippi Children's Health Insurance Program from the State and School Employees Health Insurance Management Board to the Division of Medicaid effective January 1, 2013.

Division of Medicaid becomes responsible for implementing and administering the program in accordance with federal law, while the Health Insurance Management Board retains responsibility for audit and claims processing for the period it administered the program.

Defines eligible recipients as low-income children (family income not exceeding 200% of poverty level) under age 19 who are uninsured and ineligible for Medicaid benefits.

Authorizes the Division of Medicaid to adopt rules and regulations, execute contracts for health care coverage, and receive state appropriations and federal matching funds under Title XXI of the federal Social Security Act.

Repeals sections establishing a temporary children's health insurance program, specifying covered benefits, creating an enrollment outreach initiative, and establishing an advisory board and joint legislative advisory committee.
