Amends Section 23-15-11 of the Mississippi Code to automatically restore voting rights to persons convicted of crimes listed in Section 241 of the Mississippi Constitution of 1890 upon completion of their sentence, probation, or parole, whichever is applicable.

Requires a 2/3 vote by both houses of the Mississippi Legislature for passage and mandates that reasons for restoration of voting rights be recorded in the legislative journals, per Section 253 of the Mississippi Constitution of 1890.

Requires the Attorney General of Mississippi to submit the act to the U.S. Attorney General or U.S. District Court for the District of Columbia for review under the Voting Rights Act of 1965, as amended and extended.

Takes effect upon approval under Section 5 of the Voting Rights Act of 1965, as amended and extended.
