HB 329 Summary

• Establishes early voting for federal, state, and county elections beginning 15 days before election day, available Monday-Friday 8:00 a.m. to 6:00 p.m., Saturday 8:00 a.m. to 5:00 p.m., conducted at the registrar's office or courthouse location.

• Allows county election commissioners to unanimously approve additional early voting polling sites with county board of supervisors consent, and requires public notice of early voting times and locations at least 20 days before an election.

• Requires county registrar budget to fund one additional deputy for up to 35 days at minimum wage to implement early voting requirements, with additional deputies approved and paid by county board of supervisors.

• Establishes voter identification requirements for in-person voting using 22 acceptable forms of identification (driver's licenses, student IDs, utility bills, etc.), with affidavit ballot option for those without identification and exemption for voters 21 or older on August 6, 1965.

• Restores voting rights automatically upon completion of sentence, probation, or parole for persons previously disqualified by felony conviction, and requires high schools to provide photo identification cards to all students.
