Establishes minimum employment qualifications for substitute teachers requiring a high school diploma or General Educational Development (GED) certificate and demonstrated proficiency in reading and writing skills.

Sets minimum annual salaries for full-time substitute teachers starting July 1, 2012: $25,000 for bachelor's degree holders, $20,000 for associate degree holders, and $15,000 for high school diploma or GED certificate holders.

Provides that part-time substitute teachers' salaries shall be apportioned on an hourly basis appropriate to their educational attainment level.

Authorizes school boards to adopt reasonable regulations for the employment of substitute teachers.
