Prohibits school districts from contracting with staffing companies or private employment agencies for recruitment, selection, hiring, and training of noninstructional employees.

Requires all noninstructional employee recommendations to be processed through the school district's human resources or personnel department, or the equivalent administrative office if no dedicated HR department exists.

Prohibits school districts from contracting with staffing companies or private employment agencies for recruitment, selection, hiring, and training of licensed employees, regardless of employment type (temporary, permanent, part-time, or full-time).

Requires each person recommended for employment to be recruited and selected by the school district's internal personnel operations rather than external staffing firms.

Effective date: July 1, 2012.
