Amends Section 49-15-39 of the Mississippi Code to give the Commission on Marine Resources discretion to mark the boundaries of areas designated as tonging reefs.

Maintains the prohibition on catching or taking oysters by dredging in waters designated as tonging reefs, except when the commission authorizes dredging, dragging, or scooping for proper resource management for a specific time period.

Establishes penalties for violations: first offense $500, second offense within 3 years $1,000, third or subsequent offense within 3 years $2,000.

Requires revocation of fishing licenses for both the violator and vessel upon conviction of a third or subsequent offense within 3 years, with no license issuance for 1 year.

Takes effect July 1, 2012.
