Amends Section 49-15-315 of Mississippi Code to allow licensed commercial oyster fishermen to harvest oysters from commission-approved reefs in marine waters north of the CSX bridge in the three coastal counties.

Maintains the existing prohibition on commercial harvesting of crabs, shrimp, bait shrimp, and saltwater fish in those same waters, with limited exceptions.

Preserves provisions requiring the Gulf Coast Research Laboratory to study estuaries and bays as nurseries and recommend establishment of nursery grounds if needed to protect fishing resources.

Retains criminal penalties for violations including misdemeanor charges, fines, and seizure/confiscation of nets, trawls, traps, tongs, and boats used in illegal harvesting.

Takes effect July 1, 2012.
