Reenacts Section 47-5-110 of the Mississippi Code of 1972, which had been repealed by operation of law on July 1, 2011, and removes the repeal date to make the section permanent.

Establishes that all commitments to Department of Corrections institutions or facilities are to the department rather than to specific facilities, with the commissioner having authority to assign and transfer inmates as needed.

Requires that offenders deemed by sentencing judges to need maximum security confinement be initially assigned to the Parchman facility.

Authorizes the commissioner to transfer eligible offenders to restitution centers, community work centers, and community prerelease programs, subject to specified conditions and court approval where required.

Grants the commissioner absolute immunity from liability for decisions regarding inmate participation in the community prerelease program.
