Amends Section 47-7-4 of Mississippi Code to authorize the Commissioner of Corrections to place bedridden nonviolent offenders on conditional medical release regardless of time served, whereas previously only offenders who served at least one year could be considered.

Exempts sex offenders from conditional medical release eligibility in all cases.

Requires the medical director to certify that the offender has a significant permanent physical medical condition with no possibility of recovery, that continued incarceration serves no rehabilitative purpose, and that the state would incur unreasonable expenses from continued incarceration.

Specifies the state is not responsible for medical costs incurred after a bedridden nonviolent offender is released on conditional medical release.

Requires all offenders on conditional medical release to be supervised by the Division of Community Corrections for the remainder of their sentence, with authority to revoke the release and return the offender to custody for violations.
